Water is one of the most important components of the environment and we are facing serious and persistent water resource crisis owing to a growing imbalance of supply and demand. The simultaneous effects of agricultural growth, industrialization and urbanization coupled with declining surface and groundwater quality, and inefficiencies in water use practices are some of the crucial problems faced by India’s water sector. The effects of climate variability and changes are also creating pressures on scarce water supplies.

The Present Scenario

India is the largest consumer of groundwater in the world with an estimated usage of 249km3 per year. Nearly 89% of this ground water usage is towards irrigation and the balance 11% is used by the domestic and industrial sector. Approximately 63% of the demand from agriculture and irrigation, and about 80 per cent of the domestic water demand, is met through groundwater. These competing demands from various sectors, the socio-economic and environmental complexities multiply further with growing inequalities in distribution and usage of water and all sectors of the economy and society jostling for a shrinking, more polluted, resource.The notion of groundwater as a private resource, the rights of which are associated with land rights, has also added to an exploitative extraction regime.
